REVU offline, sparky and spooky and ubuntu-universe-contributors

Hi folks,

REVU will migrate to spooky, and hence will be offline for maybe one or two 
days.

Once the migration is complete, we'll also need to shut down sparky, the old 
host of REVU (the UPS of the server room in which sparky and spooky are 
located is almost maxed out).

Now some good news: spooky is well, no longer spooky, but instead an even 
newer box with lots of juice [1] :). Also, we've got more hard disk storage 
now, 72 Gb solely for REVU uploads.

ubuntu-universe-contributors: 
Currently, this team is only used for keyring syncs of REVU. To make the 
namespace cleaner, I'll rename this team to revu-uploaders, and will also 
remove any newly added subteams from it, so that only ubuntu-dev (for 
convenience) will remain as a subteam. I'll try to find the wiki references 
to that team and update these as well, hopefully I'll find all of them. If 
there are objections to this, please shout now (I won't start with that until 
REVU has moved, and I found out if/where the old team name is hardcoded in 
REVU's codebase).
