There have been a number of questions about how this applies to universe.
Although the freeze applies to the entire archive in the sense that package
uploads have to go through the "unapproved" queue, the rule that only
bugfixes are allowed is not intended to apply to universe. Instead,
universe packages are only subject to the Upstream Version / New Package
Freeze.
In light of the timeline remaining before Gutsy release I think it might be
a good idea to focus attention on bugfixes, but this is left to the
discretion of the MOTUs.
