Universe Rebuilds and Universe Upgrade Tests

Hello everybody,

in one of the last MOTU meetings, I agreed to get information on the
current state of Universe Rebuilds and Universe Upgrade Tests.

I talked with James about Universe Rebuilds; he let me know that they're
not going to happen for Hardy due to necessary changes in the Soyuz
machinery.

I talked to Michael about Universe Upgrade Tests; he told me that
there's work underway, but the scope of them is not clear yet. The
problem is the sheer mass of packages and that problems often occur
within a certain combination of packages. For people who are interested
in this, there's a AutomaticTesting directory in the update-manager
branch.
