No.  There was pretty strong opposition from at least myself and no 
argument for it that I heard.  At this point I think it's useful for 
smaller teams where there is consensus to use it.  In MOTU woith 20,000 
packages it's just not feasible.

I'm not sure what you mean.  I think it makes patch systems even more 
critical because you don't typically keep the upstream tarball in the VCS.
