SRU Test case requirement

At today's MOTU Meeting it was decided to mirror the recent change in Main SRU 
policy and now require a test case for an SRU:

Detailled instructions how to reproduce the bug. These should allow someone 
who is not familiar with the affected package to reproduce the bug and verify 
that the updated package fixes the problem. These need to be put into the 
description of the bug (not just another comment), after a line which 
contains "TEST CASE:".
