Why do you even need to make that distinction between experienced and 
unexperienced? Simply let everybody make comments. Of course actually 
advocating a package needs to be restricted to MOTU, and comments by non-MOTU 
should probably also be marked as such.

Everybody can make comments on bug reports, make changes in the Wiki, post to 
most mailing lists, talk on IRC etc. Why do posting comments on REVU need to 
be more closed and restricted than the rest of Ubuntus development?

I am not a MOTU but have on a few occasions had comments regarding packages on 
REVU that I havn't been able to post there. That was rather frustrating as it 
probably resulted in others duplicating work I had already done.
