Bug fixing, IMHO, is not necessarily so easy, as you must first
understand the package and its packaging. I went for the easier option
of updating an existing package to the latest version (which would in
doing so close an Ubuntu and a Debian bug).

Also, upgrading a package can sometimes involve creating a new one, as
dependencies change. A complete ban on new packages would therefore be
counterproductive.
