It is, but reviewers are generally more motivated to look at your particular 
package when they know they can discuss it with you real time.  There's a 
separate mailing list that gets all the uploads and comments.

I well recall the frustrations associated with being in the position you are 
in and all I can say is hang in there.  As Emmett has said, almost no REVU 
activity has been done due to focus on getting Gutsy released, but that 
should be starting to change.

Getting new packages into Ubuntu is one of the most challenging ways to get 
involved in MOTU and packaging (it's how I did it too).  You can also help 
with fixing bugs in existing packages and merging updates from Debian.  These 
are generally easier to do and give you good experience.  Additionally, some 
reviewers are more inclined to review packages from people they know have 
been more generally contributing to the community.
