debian/rules - makefiles wiki

hi MOTUs!

I've just finished a wiki page I worked on for some days. It regards 
debian/rules files, and can be a reference point for anyone who started 
following the packaging way and wants to learn more about makefiles but 
generally about debian/rules targets and rules. I've added it into 
MOTU's sandbox if someone is going to add/edit/review the content, and 
if ok, we can link it somewhere in MOTU's guides/howtos.
