call for votes: KDE4 uploads to universe

While I totally understand that it is much more convenient development-wise to
have these packages in the official archive, my main concern is that most of our
KDE users might want to try early-development KDE 4 applications and break parts
of their system. I have had so many bad experiences giving support to people
running into many weird situations with packages such as compiz that I am kind
of reluctant when it comes to experimental packages in official releases.

I don't know what is the status of this proposal but I think I have seen someone
on #u-motu talking about using our new ubuntuwire build farm as unofficial build
daemons. It may be worth the effort for KDE 4 and potentially other big
transitions in Universe.
