Hello everybody,

it's good to see ubuntu-dev-tools shaping up slowly. Why not get them
into the distro so everybody can easily benefit from them?

I added some initial packaging to it and added a GPL license.

If you contributed code to it until now: please add yourself to AUTHORS
and to debian/copyright. 

Also add a copyright header into your files if you're unhappy with GPL,
please also fix debian/copyright and add your preferred license to the
branch.

Hope to see it in the archive soon. :-)
