Need packaging packages in progress at Debian

Hi all,

I was looking through the packages in the Needs Packaging list and
found a few of the interesting packages already being worked on in
Debian.

However, these packages where not marked as "In progress" and there
isn't a bug status for "the good people of debian are working on it".

What is the policy on marking these packages, can I mark them as "In
Progress"? Is there a kind of virtual "debian" user we can appoint
these to?
