mingw32 package

Dear mingw32 developers,

I don't know if this is the right place to put my suggestion.

It should be nice to have mingw32 version 4.2.0 or higher with fortran
(gfortran) support in the ubuntu mingw32 package.

I can try to build/adapt the package if you give me some guidance.
