SRU report, W3

Hi folks,

this time you'll get an sru-report together with some numbers. Since I had the 
feeling, that there must be a severe bottleneck (or several) in the sru 
process, I thought it might be interesting to know a little bit about the 
delays the sru-policy is causing.
I've looked at how long it takes for an SRU until it gets three acks after the 
initial debdiff has been filed. You can find this number as S.
The other time, A, is the time that it takes after a package has been uploaded 
to -proposed until it arrives there.

I didn't count the time until a package gets sponsored or uploaded after it 
got 3 acks, nor did I count the time until the initial SRU was filed, after 
the bug was known.

I hope I didn't get too many errors in there. This was all done by hand.
