Postinsts barfing when mysqld not running

It seems that the postinst script uses the dbcommon-config package to
handle the database configuration. If there are many packages that fail
with the same error, it may be worth to check if they all use the
dbcommon-config package. If so, it may be a problem in dbcommon-config.
