XSB-Url header for Upstream Homepages

debian/copyright provides a link to a download page.  It can be different from
the project homepage.  The first one is relevant copyright-wise and the second
one can be useful for users.

Besides debian/control is machine-readable, not debian/copyright (although there
is a proposal to change this in Debian).
