Michael, I wonder if you have looked at piuparts.  My understanding is
that it already uses a chroot to check package installation and upgrade.
It currently uses apt-get, maybe it's easier to make piuparts use the
Ubuntu update manager, instead of writing a new upgrade testing tool?
