Reorganization of the MOTU launchpad teams

Hi Lucas,

who are universe maintainers who are not doing MOTU work?

This can only mean ubuntu-core-devs without the people who are not paid but 
have main rights, and they are doing MOTU work as well e.g. Riddell or Seb128 
or dholbach or ogra...or did I misunderstood something?
