Removal of packages : what ? when ?

Hi,

Looking at the ruby-related packages, there are a few packages in Ubuntu
which aren't in Debian. What's the policy about those packages ?

Let's use libao-ruby as an example :
- the package has no installations according to popcon.ubuntu.com.
- there's no RFP in debian for it.
- there's only one changelog entry for it (initial release) from Fri,  3
  Sep 2004 08:21:53 +0200
- the upstream author states on http://rikkus.info/ruby_audiooutput.html

    This is some of my first Ruby code. If you'd like to improve it, I
    would be grateful for any help you can give.
- There was a RFS on debian-mentors, but nobody picked it up.
- there's no lintian warning except an outdated policy.

I'd like to ask the packager to propose it to Debian again. If it
doesn't work out, I'd like to ask for the removal of this package, since
nobody seems to be interested in it. What do you think ? (I have other
packages in similar cases, but I'm interested in hearing other's options
first).
