Subscribing libitpp package to Science team

Hi,

It would be nice if one of the adminsof the MOTU Science team on LP
subscribe the libitpp package. Looks like it is not subscribed to any
team at the moment.

IT++ is a C++ library of mathematical, signal processing, speech
processing, and communications classes and functions. It is being
developed and is widely used by researchers, both in the
communications industry and universities.
