[Bug 475875] [NEW] Transmission torrent properties > options tab defaults to "seed regardless of ratio"

Binary package hint: transmission

When I go to the options tab of a torrent, to edit the speeds or
something similar, my global default to "seed until ratio reaches x"
isn't selected.  Instead, "seed regardless of ratio" is selected,
causing me to have to change this every time I go to that tab.
