Need help: Missing GPLv2 license in upstream tarball

Hi!

I have the following problem: I am packaging the gebabble software
(http://gebabbel.sourceforge.net/)

The upstream tarball does not include a copy of the GPLv2 license, but
the homepage indicates the project is GPLv2 licensed and the source code
files include the standard GPLv2 (or greater) licensing header.

Does this mean, the software cannot be packaged until upstream fixes
this issue?
