Well, the shlibs file for libsdl1.2debian says:

libSDL-1.2 0 libsdl1.2debian (>= 1.2.10-1)

which I guess is the cause of it; you should be able to override it with your 
own debian/shlibs.local file though.
If you don't use a version in it I believe it will pick up the one used for 
the build (but its my guess, just try or check what dpkg-shlibdeps do, if you 
understand perl).

I wouldn't know of any other way to solve this without, as you say, some 
scripting hack (but perhaps some folks in #ubuntu-motu or #ubuntu-devel do).
