Start reading the https://wiki.ubuntu.com/PackagingGuide so you can work
with ubuntu packages, you can also read about programming languages to star
developing your new packages i recommend ruby to start it really easy and
powerfull, python is a easy language too, but not as Ruby, and is a wide
more used on linux packages.
