I'm not exactly a python hacker but from what I see the package depends on 
python-all-dev, thus pulling in python2.4-dev, which is pulling in python2.4 
and for some reason it tries to compile with python2.4 later on.

My guess: python-vtk depends python >= 2.5 and is not compatible with 2.4.
Proposed solution: depend on python2.5-dev rather than python-all-dev
