Bug description:
  Binary package hint: f-spot

  Creating new labels for photos becomes difficult when many labels
  exists.

  When you wish to add labels, marking for examaple people on photograph
  it gets annoing to scroll through all parent tag list containing all
  people.

  Better way would be to present in a top combobox only main parent
  tags. After selecting main tag secondary combobox could show up
  allowing to choose child tag. TextEntry would allow to add new child
  tag.

  
  Main tags -> Select existing child tags or add new child tag

  if existing child tag selected and more child tags available

                   -> select child(child tag) or add new one
