[ubuntu-mono] [Bug 1536962] [NEW] mono-gmcs_3.2.8 should not be in xenial

Public bug reported:

The availability of the package mono-gmcs (3.2.8)  in xenial is
confusing. Either there should be a dummy package in version 4.2.1, like
for the mono-dmcs, or the mono-gmcs should not be in xenial anymore.
