This doesn't sound like a plank problem. Make sure you are not using
some read-only homedir (e.g. driven by overlayfs or such) or even
running the guest-account.

Bug description:
No matter launchers (apps) I put in plank, pinning them or putting
them into:
/home/user/.config/plank/dock1/launchers
After a logoff and logon, another set of launchers is replaced by the
following ones:

The problem only occurs when I logoff and logon: if I quit the plank,
and start it again, the pinned apps remains the same.
The desired behavior is that plank respects the apps pinned after a
logoff and logon. (like docky).
