[ubuntu-mono] [Bug 1526972] [NEW] Ctrl+C Not Working if `locate-pointer` Is Enabled

Public bug reported:

There is the option `locate-pointer` in DConf. If it is enabled, Ctrl+C,
Ctrl+V, and other shortcuts involving the Ctrl key don't work any more
in mono applications. The bug is easy to replicate and doesn't require a
restart of the machine to occur. Just open DConf, press Ctrl+F, type in
"locate-pointer", and check the box.
