Lazza is right. This issue is not fixed. It is more broken than before.

I was able to use a deb from here.

Bug description:
  Please remove autopano-sift from the Ubuntu repository, at least for
  Raring. It is dead upstream (the homepage doesn't even resolve
  anymore), and it has been superceded by autopano-sift-c, which was
  requested in Bug 323836 but then determined obsolete as well.
