It no longer needs to be blacklisted as it's been removed from Debian as
well now:

Status in “mono-debugger” package in Ubuntu:
Fix Released
Bug description:
The mono-debugger package was removed from Oneiric with bug 803978 but was not blacklisted at the time. Since then, a new revision of the package was uploaded to Debian, where mono 2.6 is still in testing & synced to Precise where it fails to build & work with mono 2.10
Please remove & blacklist mono-debugger from Precise, as this package is obsolete upstream.
