This is intentional. In shuffle mode, the next track would be a shuffled track.
To change the mode, move your mouse to the arrow at the right of the button and
change it to "Shuffle off" and you should see the icon return to the standard
next icon.

I'm closing this bug, as this seems to be purely a misunderstanding.
