This seems to affect any 'special' characters in an album title not non-ascii. I just had issues with an ampersand and single-quote.
Debian GNU/Linux 'Wheezy'; F-Spot 0.8.2 from 0.8.2-0ubuntu1~f-spot-ppa~maverick1.

The title says it all.
I tried uploading different albums, one with no accented chars at all
(" é è à ç" for example) and it worked. Tried uploading an album with
an accented subject, doesn't work at all, and tried uploading an album
with a "normal" subject, and some accented pictures. Those fail to
upload : "Code 104, Message: incorrect signature".
