This seems to be fixed in Banshee 2.0 (2.0.0) on Ubuntu Natty 11.04.

Bug description:
  Quote marks around selected playlist for syncing with mp3 player are
  replaced by other characters. Other items in the dropdown remain fine,
  only the selected item.
