[ubuntu-mono] [Bug 740556] [NEW] Package + upload 'overlay-scrollbar' to universe

Public bug reported:

It would be really useful to have the packages for the Ayatana
Scrollbars uploaded to universe, so that they can be apt-get installed
by anyone easily.

Ideally the package should be designed so that by apt-get installing it,
it is:

  * Automatically used for everything
  * Has a black-list of applications where it is known not to work well yet

and also that removing the package returns the user experience exactly
to how it was before.
