The question: "How long does it take the second train to overtake the first train?"
This question infers the departure time of the second train, where the answer would be 3 hours (the time the second train _takes_ to travel 180 distance units). The answer given is 9 hours. This is the time that the first train _takes_ to travel 180 distance units. The question should be: "How long since the first train departed will the second train overtake the first?"
or "How long before the first train is overtaken by the second?".
