Agreed. Did you remember to enable the multiverse repositories?
(This can be done by ticking the "Software restricted by copyright or legal issues" box in the "Software sources" dialog. [This dialog can in turn be found by starting the software centre, and hitting Edit->Software sources.])

Bug description:
  Binary package hint: banshee

  Running Ubuntu 11.04 from a live-CD, I tried to play an mp3 file with
  Banshee. When a message popped up saying that an mp3 module needed to
  be downloaded, I agreed, but then it couldn't find the module
  (networking was already working at the time). Later attempts to play
  mp3 files failed silently; ogg files play fine.

  So there are two problems to be fixed:
  1) Make sure that the mp3 module can be found
  2) If mp3 module can't be found, make sure that user is prompted later to download it again
