Is this still an issue? I have tested it on windows and Ubuntu 11.04
with Tomboy 1.5.2 and in both versions the behavior is the one you
suggest: dropdowns open on press, items are selected on release.

Bug description:
  Binary package hint: tomboy

  Tomboy dropdown buttons (text, tools, notebook) should open the
  dropdown on press, so that the whole operation can be performed in one
  click:

  -Press to open dropdown, release to chose desired option.

  The current method requires twice as many clicks:

  -Press, release to open dropdown, then press-release to chose desired
  option.

  All dropdowns, as well as Pidgin's dropdown buttons, follow the
  suggested method.
