I noticed that one diff. between the ppa and ubuntu sources is they have the 'enable the soundmenu' patch applied.
So w/ the current ubuntu natty 1.9.3 package installed opened banshee, went into preferences and disabled the soundmenu option, closed and  re-opened banshee

Then banshee works as expected and IS controllable in the sound menu,.
re-enabling the option, closing banshee, then reopening and the bad behavior returns

Also note that while banshee works with the option disabled that when
exiting banshee it remains active in the soundmenu and there may also be
a potential loss of the global menu for banshee in the unity interface
