Same behavior on 10.10 beta.

as long as there are panels or toolbars around the code editor - arrow
keys will change focus to them.

1) Open any text file in MonoDevelop's internal text editor.
2) Click in the window to position the text cursor.
3) Press tab or the left or up arrow key

Focus switches to the sidebar or toolbar instead of moving the text cursor as expected.
