[ubuntu-mono] [Bug 634046] [NEW] Change HAL dependency to recommends

Binary package hint: banshee

In till banshee is hal free could it's packages change to allow people
who do not want hal to run it without packaging it themselves.

Most of Banshee works without HAL and as it is a runtime dependency does
not prevent banshee from running.

I suggest changing hal to a recommended dependency or supply a separate
hal free package
