Accepted docky into lucid-proposed, the package will build now and be
available in a few hours. Please test and give feedback here. See
https://wiki.ubuntu.com/Testing/EnableProposed for documentation how to
enable and use -proposed. Thank you in advance!

Bug description:
"Drag to reposition" tooltips on top and bottom docks overlap the settings dialog. The top one isn't so bad since it
only obstructs the title bar but the bottom one obstructs the "Delete
Dock" button making it very hard to delete the bottom dock. This on a 1024x600 screen and 48px Docky.
Rev 1449.
