[ubuntu-mono] [Bug 676847] [NEW] [armel] Mono should use floating-point optimizations

Binary package hint: mono

When investigating mono on armel, I noticed we're not building mono with
floating point optimizations. As mono has specific support for VFP
optimizations we should probably enable these are the first earliest
convince.
