Binary package hint: monodevelop

This is basically a re-opening of bug #249030, the fix for which was
partially lost in a sync from Debian.

Monodevelop in Debian Suggests, rather than Recommends exuberant-ctags,
meaning it is not installed by default.  exuberant-ctags is tiny, has
only libc as a dependency, and provides code-completion for C/C++
projects.  I contend that it should be installed in all but unusual
circumstances :).
