please note the command I gave to fix this, reads: PREFIX=/usr/ocal (but should say "local")
This is a typo correction:

$ export MONO_GAC_PREFIX=/usr/local:/usr
$ monodevelop

as per subject, apt-get build-dep f-spot doesn't install required libmono-cairo1.0-cil
