Explanation of the Ubuntu delta and why it can be dropped:

The ubuntu changes: "Lower mono-debugger Recommends on mono-dbg package to Suggests, as mono-debugger is in Universe", "Lower libmono-firebirdsql1.7-cil Recommends on libmono-cil-dev package to Suggests, as libfbclient2 is in Universe" have been applied in the Debian package.
