Version 1.5.0-3~hyper1~karmic1 from banshee-unstable fixes this problem.
The default smart playlist contains the right rule and works correctly.

If I provide the correct rule in banshee 1.4.3-6 it also works, but the
default smart playlist only contains "added<1 week ago" which doesn't do
anything. However, selecting "Recently Added" from the predefined smart
playlists doesn't produce the correct rule anymore (it was working when
I created this bug report). I don't know why it was working before, but
now all it produces is the non-working "added<1 week ago"-rule.

Attaching banshee.db from a freshly populated music library using a
(fresh) guest session and banshee 1.4.3-6 (version in karmic).
