[ubuntu-mono] [Bug 188690] Re: does not create a PO template on build

The F-Spot translation template in Launchpad hasn't been updated for
months. It seems that the latest successful import was on 2009-07-29
02:15:53.544463+00:00, after which the f-spot package seemed to stop
generating PO Templates on build. So f-spot needs to start creating
templates as part of the build process.

translation uploads document for more information on verifying that
packages create a translation template.
