Problem still persists. Running ubuntu jaunty 9.04, gtk version as follows:

default layout is qwerty. when switch to the dvorak layout, all the
control shortcuts in gnome-terminal are still in qwerty. however, can
still type in dvorak normally, only the control shortcuts are broken.
