It seems fixed after the following steps:

 * Move ~/.gnome2/f-spot somewhere else
 * Start F-Spot
 * Quit F-spot
 * Copy photos.db from the old f-spot dir to the newly created ~/.gnome2/f-spot
 * Start F-Spot (menus are back)
